Electronics Watch Monitoring Coordinator

Electronics Watch seeks a monitoring coordinator based in Asia to support and coordinate the work of civil society monitoring partners in electronics manufacturing, mining and refining. The successful candidate will join a passionate international team committed to protecting the rights of workers in electronics supply chains and supporting public sector buyers to drive change through their contracts with electronics suppliers.

About Electronics Watch

Electronics Watch is an expanding independent monitoring organisation for public sector buyers. We strive for a world in which the rights of all workers in the electronics supply chain are respected, workers' voices are heard, and working conditions are safe and decent.

Electronics Watch brings together public sector buyers in Europe and elsewhere with civil society organisations in production regions and experts in public procurement and human rights. More than 300 public buyers (affiliates to Electronics Watch) share monitoring costs and coordinate engagement with the electronics industry through Electronics Watch. We provide unparalleled capacity for these public buyers to follow up on contractual demands for labour rights compliance through worker-driven monitoring.

The Electronics Watch worker-driven monitoring methodology helps workers report rights violations and improve working conditions. We implement the methodology through an international network of qualified monitoring partners, providing our affiliates with eyes and ears on the ground in electronics production regions. Our monitoring partners are civil society organisations located near workers' communities who develop relationships of trust with workers. Monitoring partners are located in China, Czechia, India, Indonesia, Malaysia, Mexico, the Philippines, Poland, Thailand, and Vietnam. This monitoring network is currently focused on the manufacturing part of the electronics supply chain. However, in cooperation with the EU-funded Make ICT Fair project and Bread for all we are developing capabilities for monitoring in mining and refining related to electronics as well.

About the Team

The Electronics Watch Monitoring Coordinator will join our passionate team of people supporting public buyers to drive change through their contracts with electronics suppliers. This team includes four permanent staff members located in Germany, the Netherlands, Spain, and Sweden, country representatives in Australia, France, the Netherlands, Spain, and the UK, and monitoring partners in 10 countries (listed above). In addition, the active Board of Trustees spans three continents and seven countries. We work in a virtual office with frequent on-line meetings and in-person meetings at least twice per year.

About the Role

The Monitoring Coordinator will coordinate, support, and conduct monitoring, focusing on electronics production regions in Asia. Key activities include supporting and conducting the day-to-day monitoring, providing trainings, and developing collaboration instruments and methodologies. Goals include ensuring a high and consistent monitoring standard, integrating monitoring activities on a regional basis, and increasing knowledge exchange between monitoring partners.

This is a one-year full time senior level position, either as a consultant or employee depending on circumstances. The salary is negotiable. Our goal is to convert the position into a permanent employee position. The Monitoring Coordinator will report to the Director.

Main Responsibilities

Coordinate the monitoring network with a focus on Asia

  • Establish a coordination platform for monitoring partners
  • Align monitoring activities with the monitoring methodology guidance
  • Develop support instruments required by monitoring partners
  • Support further development of the worker-driven monitoring methodology
  • Provide local and regional trainings and workshops for monitoring partners

Support pilot project on monitoring of mines and refineries

  • Support mining and refining monitoring partners in the Philippines
  • Link regional monitoring partners in mining and manufacturing
  • Research battery supply chains

Support monitoring of manufacturing

  • Coordinate and support factory monitoring in different countries
  • Conduct worker interviews and other monitoring activities in specific cases
  • Analyse monitoring data against domestic and international labour standards
  • Write and edit monitoring reports in English
  • Engage employers and brands to remediate and prevent violations and improve conditions

Qualifications

This is a senior level position. We look for candidates with significant experience in:

  • Labour rights monitoring, preferably in the electronics industry
  • Coordinating networks and/or diverse groups of experts
  • Developing and conducting labour rights and/or health and safety trainings
  • Working with civil society organisations, trade unions, industry representatives, and public authorities

Candidates must also possess:

  • In depth knowledge of labour rights and human rights issues in global supply chains
  • Excellent English written and verbal communication skills for report writing and presentations at public forums
  • Fluency in at least one additional language workers use in an Asian electronics production region
  • The ability to self-manage tasks and workload
  • The ability to travel frequently within Asia and at least twice a year to Europe

Desirable Attributes

The following skills and competencies would also be useful:

  • Expertise in occupational health and safety issues in the electronics industry
  • Understanding of the structure and dynamics of the electronics industry
  • Social auditing experience and certifications
  • Familiarity with socially responsible public procurement
  • Understanding of business and human rights frameworks, including the UN Guiding Principles on Business and Human Rights, the OECD Due Diligence Guidance for Responsible Business Conduct, and the UK and Australian Modern Slavery Acts
  • Ability to develop and write practical instruments
